Synopsis:  Although the Home Improvement Act, Conn. Gen. Stat. § 20-429 (a), precludes a contractor from affirmatively seeking recovery against a homeowner on a contract that violates the Act, the Act does not preclude the damages award from being reduced by an amount equal to the unpaid balance remaining on the contract.
